Projects are often declared complete when the system works, the communication is sent, and training attendance is recorded. None of those measures proves that people can perform well in the new environment.

The real costs emerge through slower decisions, duplicate work, avoidable errors, manager escalation, customer friction, and employees rebuilding familiar processes outside the intended system.

Measure the human operating system

Useful OCM measurement connects leading indicators to performance outcomes.

  • Can each role explain what changes in its work?
  • Do people have the knowledge and authority to act?
  • Are managers reinforcing the intended behavior consistently?
  • Where are workarounds or exception volumes increasing?
  • Which business outcomes improve as adoption becomes proficient?

The investment is not ceremonial
